This report describes Phase II of the Mackenzie TSA economic operability project undertaken by the Mackenzie TSA licensees. Phase I of this project was completed in 2005 and described a logic and methodology that could be used to determine the economic return of a forest stand using existing, site specific data. This approach is a departure from the typical method of defining economic operability, which uses appraisal manual average figures to assign a cost and value to for the management unit. Phase II of this project expanded on the logic developed in Phase I and applied that logic to an economic assessment for the Mackenzie TSA. The intent is to answer several pressing questions concerning economic operability within the TSA concerning the economic feasibility of stands in the "far zone" and the potential economic return of balsam leading stands. This report describes the purpose for conducting the project, the types and sources of data used, the methodology used and present results from a variety of exploratory scenarios including a base case and sensitivities to explore the impact that different input parameters have on economic operability within the TSA.
