Evaluating the Socio-economic Impacts from the Expanded Use of Auction Systems for Timber in B.C.

We propose to assess the potential impacts of moving towards greater use of an auction-based system in B.C. using theory and the available empirical evidence about the relationship between different auction models and the impact upon bidder behaviour and prices. We have data available through the Small Business Program in B.C. that can be used to identify the relationship between auction outcomes-price levels and price stability- and factors reflecting the structure and nature of the markets in which bidders compete. The relationship between those factors and auction outcomes can be used to help assess both the direct and indirect effects resulting from changes in firms' behaviour
