Tolko Industries Ltd., Canadian Forest Products Ltd., and Weyerhaeuser Company Ltd. initiated this project in Aug 2005 to quantify timber supply impacts associated with proposed changes to caribou and visual landscape management in the Kamloops TSA. This document is intended to support informed decision making at the Kamloops LRMP Table and by the Kamloops TSA Steering Committee. Caribou management in the TSA is currently guided by direction from the 1995 Kamloops Land and Resource Management Plan (LRMP). Government and licensees, through the LRMP Caribou Subcommittee, have been working to update these guidelines to reflect current knowledge. This report is designed to illustrate the timber supply impacts associated with changing to the new zones and associated management guidelines proposed by the subcommittee. Visual management in the TSA is currently guided by a combination of LRMP visually sensitive areas and Visual Quality Objectives (VQOs) made known by MoF District Managers (Kamloops Forest District and Headwaters Forest District). The LRMP provides a base requirement for visual management, but the current set of VQOs in use in the TSA cover areas beyond the LRMP defined visually sensitive zones. The last Timber Supply Review (TSR2) included these VQOs in the definition of the base case. Since TSR2, the Headwaters Forest District has developed new VQOs that are currently being proposed for implementation. This report explores the timber supply impacts of limiting visual management to the LRMP scenic areas, and also the impact of changing to the new VQOs in the Headwaters Forest District.
