General
This section summarizes other ministry programs that impact the records
management program.
ELF Program
"ELF" is an acronym for "eliminate legal-size folders." The goal of
government-wide ELF program is to reduce administrative costs by
eliminating legal-size paper in favour of letter-size paper. Letter-size
records:
- reduce costs by eliminating the need to purchase file supplies and
equipment to accommodate multiple paper sizes
- reduce inefficiencies associated with files containing multi-size
documents (e.g., it is often difficult to find letter-size records inter-filed
with legal-size records)
- reduce accommodation costs by reducing the amount of floor space
required to store records
- reduce paper consumption
- reduce mailing costs (letter-size paper is 21% smaller and 24% lighter
than legal-size paper)
The ministry is committed to eliminating legal size files and records.
Forms management is working in conjunction with the program and
has converted 80% of MOF forms to letter size.
Standards
ELF Program
Records Creation
Where practical, offices are to create records on letter-size paper. This
includes contracts, computer printouts, and legal documents.
In many cases, there is no practical reason for producing documents on
legal-size paper other than that they were traditionally produced this way.
ELF programs in other jurisdictions have made it acceptable -- and
sometimes even mandatory -- for many documents that were traditionally
produced in legal size (e.g., contracts, court depositions) to be produced in
letter size.
File Supplies and Equipment
Where practical, offices are to purchase filing supplies and equipment to
accommodate letter-size records only.
The transition to supplies and equipment that will accommodate letter-size
records only can be made as existing equipment wears out, as offices
move or expand, or as a programs expand and require new equipment.
