Scope

This policy establishes the methods for competition, evaluation, and award of woodlot licences. It applies throughout the Ministry.


Policy

It is the policy of this Ministry:

  • to advertise all woodlot licence opportunities for competition
  • to evaluate all eligible applications according to:
    • bonus offer: amount of money offered as a non-refundable lump sum
    • private land: amount and proximity to the woodlot licence Crown land
    • proximity: of applicant's principle residence to the woodlot licence Crown land

Advertisement

All woodlot licence opportunities will be advertised for competition as specified in the Advertising, Deposits, Disposition and Extension Regulation.

An advertisement for a woodlot licence opportunity will include, as a minimum:

  • woodlot licence number
  • location and amount of Crown land
  • initial allowable annual cut that has been determined to be attributable to that Crown land (to the nearest 10 m3)
  • closing date, time and location
  • source of particulars of the competition and other pertinent information

Private Land

The only land that will receive a score in the evaluation is:

  • fee-simple land, owned by the applicant
  • Crown land over which a "Letter of Commitment for Sale" has been issued to the applicant by ILMB, and for which full payment has been received by that agency
  • Indian reserve land for which a commitment has been made by the applicant (normally the band council) to manage the land for long-term forest management
  • Land NOT in an existing Woodlot Licence

Evaluation

The regional manager or district manager will abide by the Woodlot Licence Regulation and be guided by this policy and the attached general procedures.

Award

The successful applicant will be the one that earned the highest point score or, in the case of a tie for the highest point score, the one who ultimately tendered the highest additional bonus.

The regional manager or district manager will award the woodlot licence to that applicant who, for the purposes of Section 44 of the Forest Act, is determined to have submitted the best application.
