Scope

This policy sets out the requirements for overwintering livestock which are authorized to graze on Crown range.


Policy

Grazing tenure holders must overwinter on appurtenant lands, or other lands authorized by the District Manager, a proportion of their cattle herd, or where the tenure authorizes yearlings, a specified number of animals, unless the District Manager waives overwintering requirements.

The overwintering policy does not apply to herd bulls or calves under six months of age. It may be applied to other livestock at the discretion of the District Manager.

All replacement or renewal grazing tenures must comply with overwintering requirements.

Determination of Overwintering Requirements

The proportion or number of animals to be overwintered is determined by the Regional Manager after consulting with the livestock association representatives within the forest region.

Waiver

A tenure holder may apply to the District Manager for a waiver of overwintering requirements.

Where cattle are overwintered other than on appurtenant lands or other lands authorized by the District Manager, the tenure holder must apply for a waiver and must specify the location of the property.

A waiver issued may not be for a period exceeding the term of the grazing tenure. A waiver will not be automatically granted for a replacement or renewed tenure.

Non-Use Authorization

When a tenure holder has a non-use authorization, the overwintering policy will not apply to the cattle for which the non-use applies.
