| Volume 1 - Resource Management Chapter 13 - Revenue - Scaling Policy 13.3 - Monitoring, Inspecting, and Auditing Scale SitesEffective Date: 01-Apr-93 Resource Management Volume Table of Contents | Amendment Log ScopeThis policy covers check scales, scale site inspections, the ongoing monitoring of scale data, and the periodic auditing of scaling authorizations and other arrangements between the Ministry and individuals involved in scaling and related activities. PolicyThe Ministry will maintain an adequate level of monitoring, inspecting, and auditing to ensure the Crown's interests are protected. Data MonitoringThe Ministry will check all submitted scale data for completeness and reasonableness. A random representative sample of submitted scale data will be comprehensively evaluated and will have a data trail that can be followed back to the source documentation. Check ScalingThe Ministry will conduct random unannounced check scales on all authorized scalers. Such check scales will be conducted in accordance with the legislation and the procedures in the Scaling Manual. The results of each check will be posted to the Scale Administration and Control System (SCS). The frequency of check scales will be determined by analyzing the relative revenue risk, the volume scaled, and the scaler's past performance. The minimum target frequency for each authorized scaler should be not less than one check scale for every two months of scaling activity. Scale Site InspectionsThe Ministry will conduct random unannounced scale site inspections on all authorized scale sites. Inspections will be conducted in accordance with the legislation and Scaling Manual procedures. The results of each scale site inspection will be posted to the SCS. The frequency of scale site inspections will be determined in consideration of the relative revenue risk associated with the site, complexity of the scaling and log handling arrangements, and the site's past performance. However, it is generally expedient to conduct a scale site inspection each time a check scale is conducted. Auditing of AgreementsThe Ministry will conduct periodic audits of all scaling-related agreements and arrangements in place. The frequency of such audits will be determined by analyzing the relative revenue risk afforded by the agreement and the results of past audits. References |
