Scope

This policy covers the review and approval of fees and licences for providing goods, services, or rights under agreements.


Policy

Fees and licenses will be reviewed annually and approved by Ministry Executive.

Setting Fees and Licence Rates

Fees and rates for licences which primarily benefit only direct users are set at a level where the administrative cost to the government of charging the fees and issuing the licences are fully recoverable.

Where fees and licences involve the use of a natural resource, a charge in excess of the administrative costs may be levied.

Annual Review

Program Directors will annually review services, fees, and licences for goods, services, and rights under agreement, and report to the Director, Revenue Branch, by September 15.

The Director, Revenue Branch, will review fees and licences for goods, services, and rights under agreements and prepare the Ministry fees and licences inventory.

The fees and licences inventory and any proposed changes are submitted to the Ministry Executive and to the Minister of Finance and Corporate Relations for review and approval.

Changes to Services, Fees, and Licences

Program Directors, in consultation with Regional Managers, will report regularly regarding any proposed changes of fees or licences to the Director, Revenue Branch.

Proposed changes, additions, or deletions to the fees and licences inventory will be submitted to the Minister of Finance and Corporate Relations for review and approval as part of the estimates process.
