| Volume 1 - Resource Management Chapter 11 - Revenue - Timber Pricing Policy 11.6 - Timber InvoicingEffective Date: 01-Apr-93 Resource Management Volume Table of Contents | Amendment Log ScopeThis policy covers invoicing requirements through the Harvest Data Base System (HDBS) of all timber harvested in the province. PolicyTimber scale returns (scale data, waste and residue billing data, cruise- based billing data, trespass billing data) will be used as the basis for timely issuing of complete and accurate invoices to the responsible party (Forest Act, s.98). Timber Scale ReturnsThe Ministry will use a timber scale record to register all timber scale returns and ensure subsequent invoice processing. Timber scale returns will be batched and controlled to ensure all are submitted for invoicing. The Region is responsible for ensuring the accuracy and completeness of timber scale returns and invoices. Regional Revenue staff will determine and update the HDBS and identify the client to be billed, and to whom the second copy of the invoice will be sent. Submission and ProcessingTimber scale returns must be submitted to Revenue Branch for processing within one week of receipt by a region or district. Revenue Branch will ensure all timber scale returns are processed into the HDBS within one week of receipt. Invoices will be issued daily. Invoice AdjustmentsCancellations, corrections, and adjustments to invoices must be fully documented and made by a person authorized to issue/adjust invoices. This authority is given under the Financial Signing Authority policy. Interim BillingTimber which has been felled and decked, or assembled, and will not be scaled on a timely basis, must have an interim invoice prepared based on estimated volumes. Weigh Scale Final BillingFinal billing will occur within 60 days of completing the weigh scale billing cycle for all timber marks belonging to a renewable stumpage- bearing tenure. Release of InformationInvoices are not considered confidential and may be released upon request, in accordance with Freedom of Information and Protection of Privacy legislation and Ministry guidelines.
