Scope
This policy covers authorized access to radio frequencies and systems.
Policy
Following written application, access to the Ministry of Forests' radio frequencies may
be granted to:
- all government agencies for the exclusive purpose of ensuring safety of their staff when
working in remote places or when an emergency arises
- air carriers engaged in air operations for Ministry programs
- contractors engaged in fire suppression activities
- any other contractor where no suitable means of communications exist. Access will be for
the exclusive purpose of communicating with the Ministry.
Ministry Responsibility
The Ministry has no responsibility to provide:
- continuity of service
- extension of the operational area
- continuous monitoring of a radio system or frequency
- equipment, technical assistance, or training
- modifications to users' equipment (if modifications are required, the Ministry will make
reasonable efforts to advise users of the changes)
Application Review
If an application for radio access is not approved, the applicant will be entitled to
an application review by the Ministry.
Access Conditions
Authorized Access: Access will be based on the user's requirements and
may be granted as follows:
- by the Regional Manager, for a period not to exceed one year and restricted to one
region
- by the Director, Information Management Group, based on the recommendation of the
Regional Manager(s), for a period exceeding one year or where access is required in more
than one region
Air Carriers: Access will be granted only to air carriers approved by
Protection Branch, Air Operations Section.
Termination of Access: Where access is no longer required, has
expired, or been terminated, Ministry frequencies will be removed from all radios.
Compliance
All users will comply with:
- appropriate Department of Communications (Canada) requirements
- the Ministry's Radio System Operating Rules (see Appendix)
Failure to observe these requirements and rules may result in termination of access.
