| Volume 2 - Management Services Chapter 4 - Employment and Compensation Policy 4.2 - Classification ProgramEffective Date: 01-Oct-93 Management Services Volume Table of Contents | Amendment Log ScopeThis policy covers the classification program used to determine the relative worth of positions within the Ministry's organizational units. PolicyWhenever possible, the Ministry will involve managers at all levels, human resource officers, and supervisors in the classification decision-making process. The Ministry will establish and maintain classification committees from time to time to evaluate positions within major segments of the Ministry. When required, these may include the following committees:
Positions not evaluated by a classification committee will be evaluated by a Classification Analyst in consultation with the managers and supervisors. Appointment ConditionsIndividual appointments to a classification committee must be approved by the Executive Committee and will be for a minimum two year period. Appointees must take classification training. Job Evaluation CommitteeJob evaluation committees will be formed and operated according to specific parameters and objectives. Minor variations are permitted between committees (see Appendix). Each job evaluation committee will have a Classification Analyst as one of the members to coordinate committee activities and act as staff advisor. The analyst may be elected as chairperson and assume regular duties as a committee member. AuthorityThe Deputy Minister is responsible for the classification of all positions within the Ministry that have been formally delegated to the Ministry by the Public Service Employee Relations Commission. This authority may be further delegated to officials who are fully experienced and knowledgeable in the classification function. References
