Ministry of Forests Vendor Complaint Review Process

 

The following is the process for registering a Vendor Complaint relating to procurement activities carried out by or for the Ministry of Forests (MOF) pursuant to Core Policy Chapter 6 Part II and the Vendor Complaint Review Process for Government Procurement.

 

STEP ACTION TIMEFRAME GUIDELINES
1

If a complaint is not resolved through informal discussion, a vendor may complete and submit a Vendor Complaint Form to:

 

Vendor Complaint must be received within thirty (30) business days after notice of competition outcome.
the Procurement Contact listed on the competition postings; or
if Procurement Contact is unknown then forward the information to the Vendor Complaint Review Process (VCRP) contact (see below) who will forward to the appropriate Procurement Contact.
2 The Procurement Contact acknowledges receipt of the complaint; registers the complaint with the Ministry VCRP Contact to obtain a reference number (to be used in all future correspondence) and begins Step 3. Three (3) to Five (5) business days.
3 The Procurement Contact investigates the complaint and provides a written response to the complainant, including: Thirty (30) business days from receipt of complaint - or notify the reason for the delay.

if denied/dismissed, the reasons; or

if merited, planned resolution and rationale; and;

to pursue the matter further, submit to the Assistant Deputy Minister of the respective area for review.
4 The Assistant Deputy Ministers of the respective area, will investigate the complaint and provide a written response to the complainant, including;  

to pursue the matter further, submit to the Procurement Governance Office (PGO) for review
5 The Procurement contact or Assistant Deputy Minister of the respective office will provide a report to the VCRP Contact the outcome of the complaint to update the complaint register. Following the response to the complainant 
6 If unresolved, Vendor may pursue through the PGO Process (http://www.fin.gov.bc.ca/ocg/pgo/VCRP.htm)
