HBS Service Outage:

Note that these dates are tentative - an update will be posted when these dates have been finalized.

Every effort will be made to reduce the duration of the outage. An update will be posted as soon as HBS is available after the outage.

REASON: Implementation of Release 19

BENEFITS: Implementation of 15 repairs and enhancements including:

The default for the ‘Delete Unused Strata’ on Copy a Sampling Plan (P896) and Create Plan from Actuals (P897) screens checkbox is now unchecked.
Various screens and reports for the District Default Rates have been repaired and enhanced.
The rate source for each segregation will be displayed on the Piece Scale Summary Returns Segregations (P055) and the Weight Scale Summary Returns Segregations (P105).
For users with the Ministry Scaling Administrator role, the default choice for scaling criteria group on the scale returns, Late Submissions and Scale Event Anomalies search screens has been changed from ‘Single Site’ to ‘Sites in Associated Districts’.

Population Profile

The purpose of the population profile table is to control how often ratio statements are calculated from compiled sample statements. The dates in the population profiles have no relationship to the population effective and expiry dates.
A default profile has been set up to manage all populations on a monthly frequency. A profile must be added only for a population / sampling year which requires the ratio to be forced or requires ratio statements to be calculated on other than a monthly frequency. These profiles can only be added through requests to the HBS Help Desk.

HBS Classroom Style Training Will Not Be Available in Fiscal 2009

The fiscal restraint directive from the Treasury Board in December 2008 has precluded classroom style HBS training to industry for the balance of the current fiscal year, ending March 31, 2009.
HBS Training is normally provided by ministry and contracted resources at multiple interior and coastal communities each spring. The HBS training program has been conducted at larger centres and at various smaller forest industry locations, based on expressed demand.
Ministry officials are examining HBS Training alternatives for fiscal 2009-2010, subject to funding approval.

New Version of HBS Technical Specifications for Industry

There is a new version of the HBS Technical Specifications for Industry: V 5.0 - located at
http://www.for.gov.bc.ca/hva/hbs/techspecs.htm?Ph1 . The changes in Section 5.1.1.1 consist of clarifications as to how HBS calculates the date/time of scale parameter used to formulate weigh slip, log tally and sample log tally DDN #s. There is also new information concerning the recommended use of Standard Time vs Daylight Savings Time, for the time of scale parameter used by HBS to formulate DDN #s.

HBS - Harvest Billing System - Bug Alert

Problem with Final Bill processing.

On the Final Bill Status Summary screen, after selecting a Population/Stratum via the check box, when you submit a 'Generate & Hold' or 'Generate & Release' action, the screen is not echoing the sucessful Final Bill generation message - only the check box is cleared.

The user will have to return to the 'Configure Final Bill Status Summary Screen' to verify that the desired action has been successfully completed.

Problem with copying Stratum Plans

This Bulletin is targeted at Stratum Plan Administrators.
When a Stratum Plan 'Copy' is made to update the expiry date of a Stratum, this update is not reflected in the HBS procedure used to determine Final Bill eligibility.
Stratum Plans are being properly updated.
