To meet Forest Renewal BC's objective of sustainable harvest, a key investment objective is to put more land into timber production. This land includes areas harvested prior to 1987 which are not yet growing healthy commercial forests.

The EFP backlog reforestation program aims to establish healthy commercial forests on backlog sites in BC which are not satisfactorily restocked (NSR). The Forest Practices Code of British Columbia Act defines a backlog area as an area from which the timber was harvested, damaged or destroyed before October 1, 1987; and which, in the district manager's opinion, is insufficiently stocked with healthy, well-spaced trees of a commercially acceptable species.

Not satisfactorily restocked is a broad term that encompasses many levels of site disturbance, site quality, etc. The definition has changed over time as survey procedures and management objectives evolved. NSR estimates are used to produce a silviculturally meaningful statistic, one that can be used to plan and implement reforestation activities.

In 1996, Forest Renewal BC announced funding of a 10-year, $250 million backlog reforestation program. This builds on the backlog reforestation work previously funded by Canada-British Columbia Forest Resource Development Agreement (FRDA I, 1985 - 1990). Through backlog reforestation, and reclassification of NSR sites to satisfactorily restocked (SR), or non-productive (NP), the area of treatable backlog NSR is steadily shrinking. Activities also include brushing of earlier plantations to ensure the previous investments produce healthy commercial forests.

The Forest Renewal BC Enhanced Forestry Program funds research and training to improve reforestation by increasing the success of early seedling growth on backlog NSR sites. Improved knowledge can greatly reduce the risk of costly regeneration failure and harvest delays.

This Website includes information on vegetation management, site preparation, fertilization, and site selection, and provincial summary reports on the status of the backlog program in British Columbia. These reports are useful in future planning activities.
