Timber Pricing Branch Systems


The following systems are maintained by Timber Pricing Branch and are accessible by ministry users, as well as public or industry users that are registered with a Business BCeID.

Electronic Commerce Appraisal System (ECAS)

The ECAS System has replaced the paper driven process of submitting appraisal data to the Ministry.  Just as there are two distinct appraisal manuals and policy, ECAS is divided into Coast and Interior tracks.  As these manuals are amended periodically, ECAS is changed to collect the appropriate data.

General Appaisal System (GAS)

The Ministry of Forests, Lands, and Natural Resources developed the General Appraisal System application specifically to determine stumpage rates for timber harvested and, to provide rates for billing purposes. In addition to providing stumpage rates, the system also provides for stumpage reappraisals, quarterly stumpage adjustments, cost table maintenance, reporting and ‘direct entry’ rate administration.

Harvest Billing System (HBS)

The Harvest Billing System (HBS) is a scale data management and invoicing system.  Scaling data is submitted by the Forest Industry electronically via XML or online through the manual data entry screens in HBS.  Scaling data is validated and stumpage invoices or volume statements are calculated, issued and delivered to clients

Interior Logging Cost Report (ILCR)

The Interior Logging Cost Report is a report by licensees which is used to determine the cost of logging operations in the interior of British Columbia. The report collects actual costs from a representative sample of interior operations.  Various phases of logging are collected to reflect a range of conditions and operating practices and are used to calculate formulae and tables in the Interior Appraisal Manual.

Logging Residue and Waste System (WASTE)

The Waste System allows for the recording, viewing, updating and printing of logging waste information, to allow the Ministry to invoice licencees for monetary and cut control charges.  Utilizing the in-box function in the Waste System, the Ministry district staff can instantly approve or reject the submitted Annual Plans, Reporting Units and Blocks on-line

Mark Site Designation (MSD)

Section 2 of the Timber Marking and Transportation Regulation states: "For the purpose of Part 6 of the Act, a person must transport timber to a scale site designated by a forest officer." The Mark Site Designation application is designed to provide information about where timber is to be transported for scaling.  Enter a Timber Mark to view valid Scale Sites or enter a Scale Site to view associated Timber Marks.
