Engineering Equipment and Services (EES) Directory
Self-Registration Instructions to
Professional and Technical Services Consultants

All consulting firms that wish to provide professional and technical services to the Ministry of Forests and Range for engineering activities within Operations Division, Revenue and Tenures Division, or BC Timber Sales (BCTS) must be registered in the ministry’s provincial Engineering Equipment and Services (EES) directory.  Except as noted for the Southern Interior Forest Region, ministry staff will only use the EES directory to solicit engineering services in accordance with established ministry contracting policies and procedures.

The EES directory will serve as a select list of qualified consultants available to carry out professional and technical services within the categories specified in the EES directory and described in the self‑registration criteria.  The ministry will use this select list for soliciting subsequent contract opportunities.

Engineering consultants and their sub-consultants, as well as engineering sub-consultants to BCTS multi-phase forestry contracts must be registered in the EES directory.  To gain entry to the ministry's online EES directory, open the computer application to the BC Bid link at the following ministry webpage:

Any service contracts valued over $75,000 will be separately solicited by Requests for Proposals (RFPs) through BC Bid in accordance with Chapter 5 of the Agreement of Internal Trade and the ministry’s contracting policy and procedures.

Interested consultants must register with EES under professional and/or technical service categories where they meet the given criteria for areas of expertise they are willing to provide and are qualified to perform.  As shown in the attached Table 1, there are twelve professional “P” service categories, and eight technical “T” service categories.  New service categories may be added in the future.  Table 1 also contains links to the self‑registration criteria for each service category.

Registration in the EES directory will not involve adjudication of consultants' qualifications by ministry staff.  Therefore, if the ministry subsequently discovers that a registrant has not met the established self-registration criteria, the registrant will be removed from the directory.  If the registrant is a registered professional and it is apparent that the false claims were intentional and misleading, the ministry will forward a complaint to that individual's professional association.  Registration is not a guarantee of contract work.

Consultants that are interested in providing professional or technical services to BCTS must obtain BCTS Environmental Management System (EMS) Level 3 training prior to commencing work on any BCTS worksite.

The Southern Interior Forest Region (SIFR) currently has its own adjudicated select list of pre‑qualified consultants for geotechnical and bridge engineering services.  Until further notice, consultants that wish to provide these types of services to the SIFR must meet its pre‑qualification criteria and be included on its select list of consultants.  This is in addition to registration in the EES directory.
