RESULTS – Apply for Access


For Non-ministry Users

Please review the ministry policy on RESULTS access prior to applying for access.

This ‘user class’ includes major licensees, woodlot licensees, Community Forest Agreement holders, and Pulpwood Agreement holders.

To access RESULTS and ESF, private sector clients must have a Business BCeID userid. The BceID Enrollment Process webpage explains how to apply for a BCeID userid.

Access to RESULTS and ESF, can be obtained by accessing the RESULTS Online Access Request form or by contacting RESULTS Access Requests, RESULTSAccess@gov.bc.ca. Access to the form requires a valid BCeID - if you have difficulty accessing the form please see logon help.

Licensee users are subject to the following rules:

  • The client field cannot be altered once set (i.e., display only).
  • Licensee users can only see the information of the client on whose behalf they are working. (except for a number of opening categories that are ministry responsibility; e.g., 'pre-87'; "backlog" for the purpose of managing ministry-funded projects).
  • The client location field defaults to the location to which the logged-on user is associated, but can be changed to other valid location values within the client number.

Declaration General Inquiry in RESULTS and Mapview, CRS Reporting, Data Update, and Milestone Declaration. This role is for users who require all the previous roles and must declare (or undeclare their own) milestone obligations met. Where a declaration is submitted by a user who is not a Registered Professional Forester, professional assessments and documents that support the declaration, signed by the RPF who is professionally responsible and accountable for the assessments, are retained in the licensee opening file. The name and number of the responsible RPF are entered into the declaration comment field.

For Ministry of Forests and Range and BC Timber Sales Staff and their contractors

Access to RESULTS and ESF, can be obtained by accessing the RESULTS Online Access Request form or by contacting RESULTS Access Requests, RESULTSAccess@gov.bc.ca.

User Classes for Government access are:

  • Ministry of Forests Headquarters (and contractors);
  • Ministry of Forests Regional offices (and contractors);
  • Ministry of Forests District offices (and contractors);
  • Ministry of Forests, BC Timber Sales offices (and contractors); and
  • Other Ministries (e.g., Ministry of Sustainable Resource Management) (and contractors).

Ministry users who are not Headquarters, are subject to the following rules:

  • The organization unit (e.g., DCR or RNI) field defaults to the user's organization (e.g., district or region).
  • Users can view information for other Ministry organization units and licensee information.
  • Users can only alter information for those organization units to which they have been authorised access.
  • Users who have been assigned a region can alter data in districts that reside within that region, provided they have a security level of RESULTS UPDATE, RESULTS DECLARATION, or RESULTS APPROVAL.
  • Users with a security level of RESULTS_VIEW_ONLY can only view information. (IDIR users automatically receive RESULTS_VIEW_ONLY access).
  • IDIR users who receive "Update", "Declaration" or "Approver" access automatically receive access to the Corporate Reporting System (CRS) and MapView.

Ministry users who are Headquarters, are subject to the following rules:

  • The organization unit field defaults to the user's Headquarters organization.
  • Users can view information for other Ministry organization units and licensee information.
  • Users can alter any Ministry information (i.e., users who have been assigned Headquarters units can alter data for all districts within the province) provided they have a security level of RESULTS_UPDATE, RESULTS_DECLARATION, or RESULTS_APPROVAL.
  • Users with a security level of RESULTS_VIEW_ONLY can only view information. (IDIR users automatically receive RESULTS_VIEW_ONLY access).
  • IDIR users who receive "Update", "Declaration" or "Approver" access automatically receive access to the Corporate Reporting System (CRS) and MapView.

Approve General Inquiry in RESULTS and Mapview, CRS Reporting, Data Update, Milestone Declaration, and Approval. Designated ministry staff only. Registered professional forester recommended. This role is for users who require all the previous roles and approve and/or reject amendments, stocking standards proposals, FRPA 108 applications, and amalgamations; and/or who remove or delete openings, or undeclare milestone declarations. This role is restricted to staff who have been designated by the district manager to conduct matters that are the responsibility of the District Manager (e.g., amendment approvals, stocking standards approvals, etc...) under the Forest and Range Practices Act and its associated regulations, and the former Forest Practices Code of British Columbia Act and its associated regulations. Any misuse of this role may result in legal ramifications to the District Manager.
Preview This role allows users, as delegated by the District Manager, to “Not Approve” or “Pre-Approve” items in the Inbox. It is intended to assist the District Manager in delegating work related to reviewing items in the InBox awaiting approval. This stand-alone authority can be granted to users with VIEW authority or higher, but is recommended for users with DECLARATION authority. This authority level requires authorisation by the District Manager.
Projects This role allows users access to three screens: R520 – Project Search, R525 – Maintain Projects, and R521 – (Opening) Projects. This stand-alone authority can be granted to IDIR users with VIEW authority or higher, and is intended to supplement the user’s normal access level for users who manage Silviculture Projects.

Ministry of Forests and Range Policy:
User Access to the RESULTS Application

The Ministry of Forests and Range applies the following policy for processing access requests to the RESULTS application through the ministry’s online access request service. This service is part of the ministry’s commitment to maintain application security and monitor data quality within RESULTS.

User ID

IDIR and Business BCeID accounts must be in place before RESULTS access can be requested. IDIR accounts are requested through the Systems Access Approver of the organizational unit (BCTS, district, regional, and headquarters MOFR office) for whom the employee or contractor processes RESULTS data. Issuance of Business BCeID accounts.

Non-transferable

RESULTS access is non-transferable. Each user must operate under a unique IDIR or Business BCeID account. Users who share userids to process RESULTS data will have their IDIR or Business BCeID accounts removed from the RESULTS application.

Authorization

Users must be authorized by the appropriate organization official prior to being granted access to RESULTS. The organization official will be held partly accountable for the activity of users who are authorized access to the RESULTS application.

IDIR users who request authorization for access levels that are not “Approval” or “Preview”, must be authorized by Operations Managers in charge of the organizational units (district MoFR or BCTS offices).

IDIR users who request “Approval” and “Preview” access must be authorized by District Managers in charge of the district MoFR offices.

Business BCeID users must be authorized by their Client Signatories (e.g., Woodlot owners, CEO, President, Operations Managers) who are authorized by the company to commit the company to legal reforestation obligations.

User Training

RESULTS users must complete RESULTS training. On January 1, 2008, applicants will be granted access to RESULTS after completion of RESULTS training or by demonstrating competency through on-line testing.

The particular modules that each user must complete depends on his/her specific job function. For example, users with Update or Declaration access may or may not submit stocking standards. If they do, then they should complete the Stocking Standards module. Each user should read the descriptions of the training modules to determine which ones cover topic areas in the users’ job functions with respect to RESULTS usage.

RESULTS training programs are subject to revision. Applicants who request access during periods where training is not scheduled, should contact RESULTSAccess@gov.bc.ca for information on the ministry's procedures for demonstrating competency prior to being granted access.

User Audits

The ministry monitors user activity. Users who do not process RESULTS data in accordance with legislated requirements and RESULTS submission procedures are subject to having their access revoked, and in some cases, regulatory penalties may be applied against the companies on whose behalf the submissions are made.

Renewal

Users assigned temporary access to RESULTS may request an extension of the expiry date.

  1. Training. If the expiry is pending completion of training, notify the access grantor after training modules have been completed.
  2. Contract expiry. If the expiry is set according to the expiry date of a contract, the ministry contract administrator should notify the access grantor with an extension date of the contract.

Termination

RESULTS access can be terminated at any time by sending an email notification to the access grantor requesting that access be removed.

Confidentiality Agreements

Contractors and licensee users who process RESULTS data through IDIR accounts are required to complete confidentiality agreements. User activity is subject to monitoring by the ministry for compliance with the terms of the confidentiality agreements.
