Tips and Techniques for Reviewing and Adjudicating an FSP

This webpage provides common tips and issues faced by MFR personnel reviewing and adjudicating an FSP or amendment requiring approval in the FSP Tracking System.  More information on these tips and techniques can be found in the Reviewing and Adjudicating an FSP User Guide.

  1. FSP Legal Document

    Ensure the FSP stored in the FSP Tracking System is the FSP that is being approved (e.g., not an earlier draft).  The document should be complete including signatures of those required to prepare the plan.

  2. Stocking Standards

    Stocking standards in the FSP Tracking System should be identical to the stocking standards being approved.

    Once the FSP is marked as approved, the corresponding stocking standards will also be approved and passed to RESULTS for use by licensees/BCTS in compliance reporting.  You do not need to review/approve the stocking standards in RESULTS if they have been submitted and approved with the FSP in the FSP Tracking System.

  3. Forest Development Units (FDU) boundaries

    The FDU boundaries displayed through the MapView link in the Map/FDU tab of the FSP Tracking System should be identical to the FDUs proposed in the FSP.

  4. DM Decision Letter

    A copy of the Delegated Decision Maker's (DDM) determination letter and rationale/conditions should be attached to the FSP and stored in the FSP Tracking System.  The letter should be an exact copy of the determination letter including containing the DDM's signature.

  5. Request clarification

    If the Licensee/BCTS requests the ability to make changes to a submitted plan, use the "Request Clarification" function in the "DDM only" section of the Workflow tab to send the plan back to the Licensee/BCTS.  The FSP status will change back to "draft" and the Licensee/BCTS will be able to make their desired changes and re-submit the plan.  When the plan is re-submitted, the MFR can continue their review and adjudication process.

  6. Using the Workflow tab to record review activities

    Reviewers are encouraged to use the Review Details portion of the Workflow tab to record their review activities.  This is an optional feature of the FSPTS but captures and stores information about the review process that might be useful in the future.  Only users with an IDIR account (e.g., government users) and "reviewer" or "decision maker" access can view information on the Workflow tab.  Reviewers should remember to press the "save" button after each entry to ensure the information is captured and stored.
