Single Tree Treatment / Removal of Beetle Infested Trees

This approach is based on the principle that in some cases infestation sites identified for fall and burn treatment may offer opportunities to remove some of the infested trees (e.g. long skidding, heli-logging) without significant damage to surrounding forest at a reasonable return to both the contractor and the crown. The sites are identified initially as being uneconomic because they are small and isolated.  Through this process, the crown achieves its strategic objective by treating all of the infested trees while recovering a minor quantity of fibre and stumpage revenue.

The process for entering into this type of project involves:

  • Licensees, DFAM Group or contractor identifies suitable area based on a survey information, treatment plan, and beetle management strategy, and refers to Field Services to verify viability.
  • Lead licensee enters project proposal through FIRS.
  • Lead licensee prepares license to cut package for District Manager approval
  • Lead licensee tenders contract to ensure value of harvested timber offsets the cost of the treatments as much as possible.  Tenders will be based on available treatment information, the license to cut, and the indicated stumpage.  This work must be awarded through a competitive bid - direct awards are not permitted.
  • Contractors submit price per tree bids based on cost/m3 delivered plus cost of treatment.
  • Field Services issues license to cut under the amended Forest Act or if not available a direct award TSL to the successful contractor at indicated stumpage.
  • Contractor carries out activity based on treatment plan and activity standards, receives payment from licensee, sells timber and pays stumpage.
  • Lead licensee signs off project completion report.
  • C&E may monitor or audit.
