Peter Bradford, Ministry of Forests and Range, Forest Practices Branch, recognized for excellence in Leadership, receives Premier's Award Leadership 2007/2008
Peter Bradford’s superb leadership abilities have transformed the Forest and Range Evaluation Program (FREP) from a fledgling initiative into a nationally recognized resource stewardship program. As the Provincial Stewardship Evaluation Officer, Peter's professional skills and dedication to the Public Service have been pivotal in FREP’s outstanding success and growing reputation. Peter effectively manages and cultivates the unique working styles and innovative ideas of his staff and other FREP participants, and infuses the program with energy through his charismatic character and dedication to forest stewardship and sustainable forest management. Peter’s strategic vision for a well-structured environmental stewardship program that would be independent of the Forest and Range Practices Act is embodied in the FREP mission statement: "To be a world leader in resource stewardship monitoring and effectiveness evaluations, providing the science-based information needed for decision making and continuous improvement of British Columbia's forest and range practices, policies and legislation." Since gaining the support of the Ministry of Forests and Range Executive to create FREP in October 2003, Peter has worked tirelessly to build the program. Unafraid of change, he transformed the way employees, stakeholders, contractors, and partnering agencies were treated. Peter has succeeded in transforming the traditional management of a ministry program into a collaborative, multi-agency initiative within an environment of continuous improvement. Recognizing the program’s successes and Peter’s ability to achieve results within his budget, the Chief Forester and Deputy Minister are now program sponsors and have increased annual funding from an initial $67,000 to the current $4 million.
In September 2006, FREP became the first B.C. Government program to achieve NQI (National Quality Institute) Level One organizational certification. Level Two certification was achieved in October 2007. The purpose of FREP is to monitor the 11 resource values and their associated objectives as defined by the Forest and Range Practices Act, and to determine the effectiveness of forestry practices in achieving Government's broader goal of sustainable forest management. With limited funding and resources, Peter constructed a vision, structured the program, and secured financial and human resources. In less than three years, he established a highly functional and pioneering program led by a dynamic team of academics, professionals, and technicians. |

Our intention is to achieve all 4 levels in 3 years. Once the Program has reached this goal, we will apply to the Canada Award for Excellence. |
