All Working Groups Meeting - January 10, 2006

ACTION

Strategic Planning (Nigel Fletcher)

 

 

§         the Forest Practices Branch is working with AAIB to develop development project criteria

§         draft two of the Project Management Plan will be available for review the end of February with sign-off planned for the end of March

§         a briefing note on First Nations involvement and consultation (to include staffing capacity) is being developed

§         a meeting on the Logic Model, FN, committee re-organization is scheduled with Ray Schultz

§         Lorne is heading up implementation of three species initiatives that have been approved by Executive

§         Nigel is working on a briefing note on committee restructuring that resulted from the Dunsmuir meetings

§         important work is being done to incorporate BC Safety Council standards on all FFT projects - a copy of the December 6, 2006 memo from Doug Konkin is to be included in all FFT projects

 

Program and Operational Planning (Nigel Fletcher)

 

 

§         a committee has been launched, headed by John McClarnon, to bring the regions, districts and branches on line regarding records management - two more district representatives are needed for this committee

§         a FFT staff meeting is planned for February 8th and 9th in Williams Lake District.  It will include a one day field trip.

§         a briefing note on the Delivery Model has been requested for the end of January to incorporate a transitional strategy for next year

§         a meeting on First Nations consultation strategy is scheduled Thursday Jan. 12th with lawyers from Aboriginal Affairs and the Attorney General to review draft FFT consultation guidelines. The draft should be available for broader review shortly.

§         John will consult with branches and regions in development of the 2006-07 workplan.

 

 

 

 

 

 

 

 

 

Implementation (Brian Raymer)

 

 

§         a briefing note on transitional issues has been developed with seven different models in order to support flexibility to suit local realities

§         a template is being developed for RFPs for implementation contractors and should be ready at the end of January. The template will include criteria lists and scoresheets

 

Performance Measurement and Reporting (deferred)

 

 

 

 

Communications (Nigel Fletcher)

 

 

§         The website is continually being refined and updated - anyone who has any concerns or material to add should let Nigel know.

§         A committee to develop communications plans (both internal and external). The committee is comprised of Alanya Smith, Al Randall, Nigel Fletcher and John McClarnon. An ITQ is being solicited for developing the communications strategy.

§         It is very important that this communication strategy address the issue of internal communications between branches, regions and districts.

 

Silviculture Strategy (Rocky Chan)

 

 

§         plans are tentatively underway in the SIR for Type 2 silviculture consultations in Merritt, Williams Lake, Kamloops and 100 Mile House for next year (the region plans on a minimum of 3 consultations and a maximum of 5)

§         Type 2s will be used to develop 5-year implementation plans

§         In the Northern Interior region the last Type 1 consultation was recently completed and no Type 2s are planned.

Seed Planning (Brian Barber)

 

 

§         The branch is continuing with its Seed Needs Analysis for both the SIR and NIR

§         plans are underway to initiate development of a project charter for guiding seed strategy for next year-a meeting is planned within the next two weeks

§         there is a need for a guideline or seed policy for approved seed for FFT projects

 

Ecosystem Restoration (Colene Woods)

 

 

§         Forex is conducting workshops on restoration techniques aimed at FFT staff, implementation contractors and practitioners

§         a Challenge Dialogue is being planned for a restoration strategy across government. Janet Gagné is designing the process

 

Effectiveness Evaluation (Alanya Smith)

 

 

§         draft monitoring questions are out for review now-comments are due back within the next two weeks

 

Research (Gord Nigh)

 

 

§         ad hoc proposals for funding research projects in the regions are still to go to the Operations Planning Group for approval

§         questions are being raised about why the entire research budget has been allocated by the branch in Victoria, leaving regional researchers with no opportunity to access this funding

 

Forest Health and Climate Change (Brian Barber)

 

 

§         a draft report on Climate Change will be distributed for limited review by the end of February and then to Executive by the end of the fiscal

§         consensus on this issue needs to be built among senior management of the ministry

 

Species in Beetle Blocks (Nigel Fletcher)

 

 

§       the report written by Pat Martin is now posted on the website - Executive endorsed three initiatives recommended by the report

 

Enaresde Update (Janet/Sheldon Gagné)

 

 

§         working on the draft procedures for First Nations consultation-meeting with Diane Good of Aboriginal Affairs and Geoffrey Moyes of Attorney General this Thursday, then the draft will be sent out to this group for review

§         a briefing note on committee reorganization is being prepared, will be sent to John and Nigel for review, then out to the larger group

§         a meeting was held January 5 as a continuation of Workshop A from the Dunsmuir meeting. Results will be shared via the website.

 

Pricewaterhousecoopers Update (Ian Brown)

 

 

§         all funding is still fully committed

§         the quarterly report will be presented to John and Nigel this Friday for comment

§         3-4 projects on impeded stands have been fully approved, with 3-6 to finalize before the end of the fiscal

 

Northern Region - Operational Update (Susan Hoyles)

 

 

 

§         the first draft of the region's workplan will be presented to RMT at the end of February and then presented to the IAMC in early March so other agencies are aware of projects

§         is third-party funding to be includes in workplans? Nigel will consult with John and report back (see QA's at end)

Southern Region - Operational Update (Mike Madill)

 

 

§         trees sown: 1.89 million trees for Su 2006, and 7.78 Million for Sp 2007

 

Q and A's

Q. In preparation of the 2006 - 2007 Work Plan, are the regions to keep track of all the FFT projects occurring in their region including the PwC contracts or just MoFR?

 

A. Regions should track the projects that they are responsible for funding/approving this would include Regional funds administered by PwC. Contracts through licensees administered by PwC are not recorded in the Regions work plan.

 

This will be clarified more as we embark on preparing next year's Work Plan.
