ACTION

Strategic Planning (John McClarnon)

 

 

ˇ         an agenda item for subsequent conference calls will be overview and discussion on projects various committees are working on - one project per conference call

ˇ         the Program Management Plan is almost ready to send to Jim Snetsinger and Tim Sheldan for sign-off

ˇ         the workplan is almost ready but until dollars are firmed up, it will not be forwarded for sign-off

 

 

ˇ         approval has been given for $250,000 for Fertilization Planning and direction has been received to include an allocation for Fertilization Planning in next year's budget

 

 

ˇ         FFT funding proposal is going to Treasury Board in September (this will include seeking approval for incremental work on fertilization)

 

 

ˇ         Mel Scott of the Dunkley TSL and Quesnel TSA has a proposal for a fertilization project this fall ready to send to Jim Snetsinger for approval.

 

 

ˇ         There is a potential for more funds for 06/07 - first cut of the proposal is with Brian. Timelines are tight.

ˇ         The lack of uptake on brushing remains a concern. Nigel is leading a review with the original planners from each region to document initial assumptions and look at why they have not materialized.

ˇ         Concern also around return on investment - there have been a lot of issues around implementation. Committed to doing a full review during the fall and winter to make decisions around how to carry forward in the future.

 

 

ˇ         ENAR ESDE were the successful bidders on the RFP for Program Support - working at developing a contract with Janet Gagné. One of their first priorities will be organizing the Second Quarter meeting (possibly in Victoria at Dunsmuir Lodge, tentatively the week of October 24). Agenda topics and discussions items should be sent to Janet.

ˇ         Need to address concern raised by Executive that we're coming in under budget - new NSR figures say there are about 600,000 NSRs in the province. If the NSRs are out there, why can they not be addressed under FFT? The review that Nigel is leading will be important as it will indicate the amount of NSR and set the tone for next year's budget

o        Cranbrook region is finding that the ROI is not coming up positive so they can't spend money in some areas - flag ROI to Executive.

o        How does this complement the species diversification objective of the plan - how do we meet somewhat contradictory objectives?

ˇ         nothing to report - still working on briefing note

 

Performance Measurement and Reporting (Janet Gagné)

 

 

ˇ         have done a lot of work on the performance measures for the Program Plan and now are working at choosing four or five tentative measures for MAX for next year

ˇ         once it's put together, will circulate them to the committee

ˇ         the framework for the website is now complete; a test site has been circulated to committee members

 

 

ˇ         all committees will have their own mini-websites as well

 

 

ˇ         suggestion to add meeting minutes to the side toolbar

ˇ         District Managers and Operations Managers need to be kept in the loop around decisions made about FFT that might affect them. They are worried that policy decisions are being made that could affect their long-term management.

o        The ops/div committee should be made more active and districts made aware that that is how to bring their concerns forward to this committee.

 

Silviculture Strategy (Guy Newsome)

 

 

ˇ         Have offered contracts for Forest Ecosystems Solutions to six TSAs in the northern region and to Forsite for six TSAs in the southern region - have been verbally accepted and contracts are being drawn up now.

o        A letter will be circulated to regions and districts to give them a heads-up about upcoming meetings around this.

 

 

ˇ         Terms of Reference for the committee are being finalized.

 

 

ˇ         One proposals for Type 2 analysis has received allocation approval (YKW)

o        proposal for Quesnel has not been received from proponent yet

o        not sure where Merritt proposal is at - discuss with Rocky as this is important

o        check with Paul Quackenbush to ensure additional flight area into Chilcotin has happened

ˇ         training on Chief Forester guidelines and standards is coming up next month. Brian is working with all areas regarding training sessions.

Effectiveness Evaluation (Ivan Listar)

 

 

ˇ         have completed the first draft of their Terms of Reference are are looking at it in more detail now.

 

 

ˇ         in the process of organizing an Effectiveness Evaluation stakeholder meeting for September 16 in Kamloops

ˇ         a list of potential stakeholders involved in developing evaluations is being prepared, as well as a questionnaire to send out in advance to participants

Forest Health and Climate Change (Nigel Fletcher)

 

 

ˇ         there is growing concern about the region underneath some of the mountain pine beetle areas - need to do surveys in order to direct companies to what areas they should be logging

 

Species Deployment (Lorne Bedford)

 

 

ˇ         making good progress on their report - a draft will be finished by the end of August with a final report expected the end of September

ˇ         this report looks at longer-term solutions and would not have much impact on prescriptions being prepared now

 

CONSULTANT UPDATES

ACTION

Pricewaterhouse Coopers (Ian Brown)

 

 

ˇ         at $8.7 million now, after all information is received, should be at approximately $9.5 million

 

 

ˇ         West Fraser is not going forward with funding given to date on TFL 5, TSA 29 and TSA 24 because they can't identify any backlog areas for brushing

 

 

ˇ         an FFT update is going out today to licencees advising four more regions are going to be opened up to brushing: Okanagan-Shuswap, Kootenay Lakes, Golden and Boundary TSAs, plus their neighbouring TFLs. This is in addition to Cranbrook, Invermere, Nelson and Arrow TSAs already approved.

ˇ         developing workplan for the longer-term contract, presently helping committees finish their terms of reference and dealing with outstanding critical issues like measurement
