Introduction

Forest Investment Account funding recipients interested in undertaking Vegetation Resources Inventory projects are required under their recipient agreement with PricewaterhouseCoopers to adhere to RISC standards or Best Practices standards established by government. The table below provides on-line access to those standards.

Also included in the table is access to other related documents including strategies, best management practices and guidelines as well as reports that the user may reference as they develop their project.

Prior to undertaking any VRI activity, proponents are required to develop appropriate planning documentation. A VRI Strategic Inventory Plan (VSIP) broadly outlines the VRI activities and products needed to address the identified forest management issues, and ensures that all key stakeholders understand the technical and business issues associated with a VRI investment. A VRI Project Implementation Plan (VPIP) defines specific objectives, such as timelines, costs, and roles and responsibilities, and is required prior to initiation of either photo interpretation or ground sampling. Sign-off of the planning documentation is required by the proponent, and the Ministry of Forests and Range in order to be funded by PricewaterhouseCoopers. A diagram indicating the flow of planning process and documentation can be found at:

Recipients interested in undertaking a VRI are requested to contact Gary Johansen, VRI Audit Coordinator, Forest Analysis and Inventory Branch. Phone number: (250) 356-0633, email at Gary.Johansen@gov.bc.ca

Before the commencement of any base mapping project, recipients must complete the Standard Operating Procedure. The purpose of this Standard Operating Procedure (SOP) is to provide direction to government agencies and partners with Government, in the documentation and procedures to be followed during the planning and implementation of mapping projects, inclusive of any aspect that relates to base mapping. The SOP will be applicable to mapping projects which have any component of Government funding for air photos, scanning, ortho photos, aerial triangulation and data exchanges involving such data. http://ilmbwww.gov.bc.ca/bmgs/sop/index.html

In the event a recipient desires to vary from the standards a request must be submitted to PricewaterhouseCoopers who will then forward that request for approval of the variance.
