Stand Treatments (to Meet Non-timber Objectives) Activity Area Expectations
Stand treatments to meet non-timber objectives are silviculture treatments implemented primarily to meet non-timber objectives (in conjunction with meeting timber objectives) on a backlog reforestation area or a free growing stand.
Activities include, but are not limited to, planting trees/shrubs, seeding grass/forbs, pruning trees or shrubs (e.g., for forage production), burning (e.g., to increase berry production), spacing, girdling (e.g., to produce future Wildlife Trees), brushing, etc. Non-timber objectives must be stated in the project proposal, along with timber objectives. Data reporting (on the FS 708) must indicate the primary objective as non-timber.
The expectation is that surveying, treatment plan development and project implementation will generally follow the same FIA standards used for meeting timber objectives. Where standards need to differ to specifically achieve non-timber objectives or when an area is not being reforested to timber standards, an RPF can specify the necessary variances in a treatment plan or work plan as provided for in the FIA activity-specific standards.

Additional expectations in this activity area are that investment decisions will:
- be guided by silviculture strategies for habitat supply where they are available;
- include treatments over the full spectrum of seral stage development;
- result in strategic investments in stand treatments to maintain, recruit or enhance wildlife habitat, biodiversity and other non-timber values; and
- ensure treatments are consistent with the management unit's strategic plan/sustainable forest management plan that contains priorities, targets and performance standards.
In achieving the objectives, treatments will be effective, cost-efficient, and employ quality field procedures. Quality assurance is essential. The treatments under this Activity Area should be monitored and evaluated over time under the treatment effectiveness evaluation activity to determine effectiveness.
