Revenue Program

 

Program Overview

The Revenue section of the North Island Central Coast Forest Distict (NICCFD) is responsible for administrative and field delivery of the following programs:

  • Timber Pricing (Appraisals)
  • Timber Scaling
  • Timber Cruising
  • Logging Waste and Residue

Timber Pricing (Appraisals)

The forest district Timber Pricing section is responsible for the review of timber harvesting appraisals data associated with cutting permits submitted to the forest district.  The staff undertakes both office and field reviews of the data for allowances provided for within the Coast Appraisal Manual for works and actions which are used in the calculation of a stumpage rate. After a full review of the appraisal data the appraisal is forwarded to the regional office for the rate calculation.  The stumpage rate is then applied against the timber harvested under the cutting permit as a return to the crown.

Timber Scaling

The NICCFD Timber Scaling Section authorizes and designates all industry scalers, scale sites, and the timbermarks given to wood being transported.  NICCFD check scalers then monitor scaling operations to make sure that all harvested timber is delivered and scaled properly, scales are submitted for billing, and that the billing is paid.  Timber scaling determines the volume and value of harvested wood, ensuring the Province receives the accurate value from NICCFD’s timber resource.

Timber Cruising

Timber cruising is the mechanism through which an estimate of volume and value of a stand of trees is generated.  The process is an integral part in calculating stumpage, which is the revenue paid to the Crown as a form of rent for using the land.  Work carried out by timber cruisers may be audited by NICCFD staff to ensure compliance and adherence to the Ministry of Forests and Range Cruising Manual.

Logging Waste and Residue

Once an area is harvested and the timber has been scaled, a waste and residue survey is carried out to account for any volume left in the harvest area.  The volume information from the waste and residue survey is used to determine if additional billing is necessary, should the amount of waste left on the block be deemed excessive. 

Licensees are allowed a benchmark limit for allowable amounts of waste.  In the NICCFD, these limits are:

  • For immature timber, 10 m3/ha

  • For mature timber, 35 m3/ha.

Waste and residue surveys are subject to auditing by NICCFD staff to ensure compliance with Ministry regulations and policy.
