Biodiversity Emphasis Options
Pursuant to section 4 of the Forest Practices Code of British Columbia Act, landscape units will be established for the Kootenay Lake Forest District effective July 1, 1998. The biodiversity emphasis options for the Kootenay Lake Forest District will be established July 1, 1998.
The boundaries of the landscape units and the locations of the biodiversity emphasis options for the Kootenay Lake Forest District are shown on the attached 1:1 000 000 scale map, dated February 23, 1998.

The Kootenay Lake Forest District is proposing to establish landscape units and biodiversity emphasis options, pursuant to section 4 of the Forest Practices Code of British Columbia Act. Copies of the prepared order, objectives, a map showing the proposed location and boundaries of the landscape unit, and a backgrounder are attached for your review and comment.
Note that the period for the order to take effect has been shortened, as provided for in section 6(4) of the Forest Practices Code Strategic Planning Regulation. The proposed order is to take effect July 1, 1998 to allow for the landscape units and biodiversity emphasis options to be incorporated into the base case for the current Timber Supply Review.
Please reply with any comments or concerns that you may have within 45 days of the date of this letter. Should no reply be received within the 45 days, it will be assumed that your agency has no comments or concerns.

Kootenay Lake Forest District Proposed Landscape Units
and Biodiversity Emphasis Options
January 7, 1998
Section 4 of the Forest Practices Code of British Columbia Act provides the District Manager the authority to establish an area of land within a forest district as a landscape unit and to also establish objectives for that unit. The Ministry of Forest's Landscape Unit Establishment Strategy for the Nelson Forest Region outlines a multi-phase process for each of the five forest districts within the Nelson forest region. The Kootenay Lake Forest District is commencing phase I with the legislative establishment of landscape unit boundaries and associated biodiversity emphasis options (BEOs). These draft boundaries and BEOs have been developed in consultation with B.C. Environment staff and are consistent with those of the Kootenay-Boundary Land Use Plan (KBLUP).
Twenty four landscape units and associated objectives are proposed for the Kootenay Lake Forest District. The proposed objective for each landscape unit is to manage for a high, intermediate, or low biodiversity emphasis option (BEO). The choice of high intermediate, or low determines the relative extent to which the landscape unit will be managed to reflect the natural vegetative patterns. The Forest Practices Code Biodiversity Guidebook provides target areas and ages of forest to be managed for in each landscape unit, based upon the total forested area within the landscape unit and the designated BEO.
Provincial policy is to distribute the BEO so that the percentage area of the forest district managed for a high, intermediate , and low BEO is approximately ten percent, forty five percent , and forty five percent respectively. This direction is reflected in the proposed BEO distribution for the Kootenay lake Forest District.
The primary purpose of establishing the landscape units and BEO objectives at this time is to strengthen the legal basis for their incorporation into the Timber Supply Review (TSR) which is used to determine the Allowable Annual Cut for the Kootenay Lake Forest District. Incorporation of this information will help ensure that the AAC determination in December, 1999 is based upon the best available information.
