Pulpwood Agreement (PA) Rights to harvest up to a maximum annual volume with the TSA, in the event that its holder cannot meet its fibre requirements privately. Licence requires management plan. If harvest occurs, responsibilities are similar to FL.

Up to 25 years.
New contracts may or may not be replaceable.
Potentially very large scale operations.

(FLTC)

Rights to harvest timber from a specified area of Crown land within the TSA.





Rights to harvest timber from Crown land for Small Scale Salvage or other purpose.
Ministry of Forests is responsible for operational planning, road building and reforestation on FLTC sold under the BC Timber Sales program.


Stumpage is paid for timber removed.
Typically 6 month to 5-10 years, most not replaceable.
Typically small- to medium sized operations.



Typically 1 to 5 year terms, license can be extended.
Typically small operators.
Occupant Licence to Cut
(OLTC)
Right to harvest timber from Crown land where a person or corporation had the legal right to occupy that land. Stumpage to be paid for the timber removed. Typically 1 to 5 year terms, license can be extended.
Typically small operators.
Woodlot Licence
(WL)
Rights to carry out forest management on a specific area (maximum 1,200 hectare in the interior), of Crown land and the exclusive rights to harvest an annual volume of timber from the licence area, under cutting permits. Licensee responsible for strategic and operational planning, road building and reforestation.
Licensee can own and operate a manufacturing facility.
Licensee can hold more than one WL.
15 year term replaceable every five years.
Small-scale (family-focused) operations.
Free Use Permit Right to remove minor volumes of Crown timber at no charge for certain reasons. N/A Up to 1 year.
Road permit
(RP)
Right to harvest Crown timber to construct or modify a road on Crown land to access Crown timber. Stumpage to be paid for timber harvested under permit. Various terms.
Christmas Tree Permit Right to grow and harvest Christmas Tress on Crown land.
