Invitation to Tender - Forest Service Road and Bridge Sign Installation - EN10V2H-106


Questions and Answers - The following questions and their answers are provided to give clarification to all proponents regarding certain aspects of this Invitation to Tender.

Q. Would we be required to blast out a hole in order to put the post in the ground or would there be some other means to set post

A. Blasting will not be permitted, ground conditions such as bedrock may be encountered. In such cases a change of work will be required. Please refer to the FS780 clause 9.16.

Alternative installations and creativity that will be considered include: varying the placement within an agreed upon distance, hilti-bolt anchors into side-rock, down-drilling & installation of smaller diameter sleeve, installation on trees etc. Hourly labour rate and equipment rental will be considered.

Q. Where are the materials the Ministry is supplying to be picked up?
A.
Materials are supplied FOB at Chilliwack District yard 46360 Airport Road

Q. Do the Signs have holes in them already for the fasteners?
A.
The signs have been ordered with pre-drilled holes to align with the telespar posts

Q. In the Schedule of Units/Prices, does Item #1 and Item #3 mean “ To be installed on the concrete bases/sleeves” which are installed as part of Item # 6?
A. Correct

Q. Can the lifting strap be omitted from the concrete base? If not than what is it made of?
A. The
lifting strap can be omitted

Q.  Would Precast concrete bases installed below grade ( excavate, installed, backfill) be considered?
A.
 Precast bases will not be considered

Q.  In Schedule “A” item #6 seems contradictory. The 30mpa concrete requirement could take up to 28 days to achieve if regular 30-35mpa concrete is used. Dry for 24 hrs as noted would easily support a sign and post. Which specification is the Ministry looking for?
A.
Install post after Dry for 24 hours as noted. 30 mpa must be achieved after 28 days

Q.  If ground conditions ( i.e., Bedrock) are encountered that require a different construction method will the Ministry consider this as a change of works?

Q.  Does the disposal of existing signs mean just signs and posts, with out any concrete bases?
A
Disposal refers to signs, posts and hardware (bolts, nails, brackets) only.
