Learning Objectives

Upon completion of this module, participants will be able to describe:

  • What woodlot plans are required under FRPA?
  • What are the contents of woodlot plans?
  • How do I get a woodlot plan?
  • What happens to existing plans?
  • What are the rules and practice standards that must be followed?
  • What are the compliance and enforcement considerations for woodlot personnel?
  • How do I work in the transition?
  • How do I move from the FPC to FRPA?

Condition

Given the Woodlot Planning and Practices Workshop, FRPA (Woodlots) Field Aid, copy of the Acts and regulations and access to other reference material on the FRPA Training Website.

Standard

Explain, to a peer, what is changing in the way they conduct their day-to-day activities (and why) through the implementation of FRPA.

Target Audience

  • Woodlot / Community Forest Agreement (CFA) agreement holders and operators; and
  • Personnel from government resource agencies involved in woodlot/CFA plans and practices.

Training Components - 2004

  • Woodlot Planning and Practices Workshop--for initial information dissemination and clarification. The workshop will provide a consistent message to woodlot personnel across the Province. The workshop will comprise 4-6 hours of presentations, activities and question and answer sessions. Workshops will be limited to 20-30 participants to ensure questions can be addressed. Two facilitators will deliver the workshop. The 2 facilitators will have a combined understanding of the FRPA and woodlot planning and practices in BC; and
  • FRPA (Woodlots) Booklet--for use in sessions (e.g., making notes) and ongoing reference material. Print material will summarize, in plain language, the FRPA and associated regulations applicable to Woodlots.

Note: portions of the Overview Module and Professional Reliance Module will be delivered as part of the workshop.

  • Introduction to FRPA - navigating the applicable legislation. Compare to FPC.
  • FRPA Construct - the architecture of FRPA including 3 pillars, values to conserve and framework for conserving values
  • What will change - introduce changes to Woodlot operators
  • When will it change - how to move from FPC to FRPA

Developing a Working Plan Under FRPA

  • Plans required under FRPA - what has changed from FPC
  • Content requirements of WLP - Introducing the WLP Template
  • Objectives and measures to meet - finding and incorporating objectives and measures and conditions for exemptions
  • Proposing alternative performance requirements - using factors to develop
  • Describing silviculture results
  • Consulting with other agreement holders - accommodating private property owners and First Nations interests
  • Reviewing the plan with Public

  • Types of penalties - prosecution and administrative remedies including defences under various acts (FPC, FRPA, Federal Acts)

Pre-requisites

  • Working knowledge of woodlot planning and practices under the current legislative regime (Forest Act, Forest Practices Code of BC Act).
