Learning Objectives

Upon completion of this module, participants will be able to describe:

  • The plans under FRPA to develop and submit.
  • The transition to FRPA from a planning perspective--including new plans and the use of existing plans.
  • The objectives and practice requirements to consider in planning under FRPA.
  • The compliance and enforcement considerations for planning personnel.

Condition
Given the planning sessions (recorded presentation, FRPA Online Sessions), planning booklet, copy of the acts and regulations and access to other reference material on the FRPA Training Website.

Standard
Explain, to a peer, what is changing in the way they conduct their planning activities (and why) through the implementation of FRPA.

Target Audience

  • Planning foresters from industry, BCTS and forestry consulting organizations; and
  • Government resource agency personnel involved in approving plans and/or plan amendments.

Training Components

  • Planning Session (Recorded Presentation)--for initial information dissemination. The facilitated session will be 4-6 hours in length and consist of recorded presentations by content specialists. A discussion session will be included to enable participants to apply knowledge and build understanding through local discussion and activities. Questions from this discussion will be captured and forwarded for coverage in the FRPA Online Sessions. Recorded presentation sessions will be delivered to large audiences of typically 50-75+ participants;
  • Planning Session (FRPA Online Sessions)-for clarification and building understanding. Sessions will focus on pre-defined topic areas. Sessions will be approximately 1.5 - 2 hours in length and involve live presentations by specialists followed by live questions and answers. Sessions will be delivered to smaller audiences of 10-20 participants with up to 20 locations connected to the same session; and
  • Training Website-for ongoing updates and support. Website will contain news and information, training materials, questions and answers and linkages to other information such as legislation and application systems.

Planning Session (Recorded Presentation)

Introduction

  • Planning Framework under FRPA-compare and contrast to FPC
  • Moving to FRPA (transition)

Forest Stewardship Plans (requirements and intent)

  • Identifying objectives set by government and practice requirements for applicable FRPA values (what objectives apply)
  • Drafting the plan:
    • content and map requirements
    • forest development units
    • results or strategies that achieve objectives-using default results/strategies and proposing alternative results/strategies
  • Sources of information outside legal framework (e.g., guidebooks)
  • Obtaining public review and comment and First Nations consultation
  • Approving the plan
  • Amending the plan

Site Plans (purpose and difference)

  • Drafting the plan-content and map requirements
  • Applying results and strategies in FSP to the site
  • Making plans available to the public

Cutting Permits (link to Forest Act)

  • Changes and similarities in obtaining cutting and road permits under FRPA

Compliance & Enforcement

  • C&E implications with approved plans (approved operational plan defines obligations):
    • Enforcing results/strategies and practice requirements
    • Due diligence in achieving results/strategies and practice requirements
    • Changes in liability and responsibility
    • Professional accountability and reliance
  • Working with C&E (e.g., information to provide for inspections)·
  • Handling non-compliance through administrative proceedings or Court action

Roles & Responsibilities

  • Changes in roles & responsibilities in planning amongst Licensees, BCTS, MOF, MSRM, MWALP, professionals and other major stakeholders and groups
  • Professional reliability and accountability in developing plans

Discussion Session

  • Case study involving discussion on implementing FRPA at the local level:
    • what to do the same and different
  • Debrief
  • Technical questions on FRPA will be forwarded to Victoria for coverage in the FRPA Online Sessions.

Summary

  • Working in the transition period
  • Meeting the goals of FRPA

FRPA Online Session

Approximately 1-2 sessions will be scheduled and conducted to address specific topics or themes. Topics may include OSBG and plan approval. Future topics outside of the FRPA Training Program could include forest stewardship plans, site plans, planning framework for BCTS and/or regional issues such as planning in with areas with pine beetle or oil & gas.

Introduction

  • Describe logistics and procedures for session
  • Provide overview of how to use technology (e.g., asking questions, highlighting screen areas)

Presentation

  • Review key concepts, applicable to presentation, from recorded presentation
  • Deliver detailed presentation on subject area(s) covering questions posted in advance
  • Summarize key points in presentation

Questions and Answer

  • Facilitate FRPA Online Session between participants and experts

Pre-requisites

  • Have an understanding of the changes introduced through the Forest and Range Practices Act-through participation in the Overview Session or review of the corresponding recorded presentations and print material on the training website;
  • Working knowledge of the planning framework under the Forest Practices Code; and
  • Participants in the FRPA Online Sessions must have completed the Planning Session (Recorded Presentation)-either by attending the facilitated session or viewing the materials in self-study format from the training website.


Delivery

Recorded Presentations

The sessions may be delivered as stand-alone sessions or in conjunction with other training sessions (e.g., Overview Module).

Personnel requirements to deliver these sessions are listed above in the section under Classroom Sessions.

Equipment requirements to deliver this module include the following.

  • Room size-target 50-75+ participants in attendance; and
  • Projection equipment-LCD projector and sound equipment to project images and sound.

FRPA Online Session

The FRPA Online Sessions will be delivered concurrently to multiple locations (10-20+ sites) in sessions of 10 to 20 participants. Up to eight sessions may be delivered. The sessions will be organized for regional delivery to tailor the content and examples to local conditions and issues.

Personnel requirements to deliver these sessions are listed above in the section under Online Classroom Sessions.

Equipment requirements to deliver this module include the following.

  • Room size-target 10-20 participants in attendance;
  • Microphone for asking questions;
  • Projection equipment-LCD projector and sound equipment to project images and sound; and
  • High speed Internet connection.
