At completion of this module, participants will be able to describe:

  • The Act and regulations comprising FRPA's legal structure
  • The pillars and supporting foundation for FRPA.
  • The changes in planning, practices and compliance & enforcement under FRPA.
  • The roles and responsibilities for personnel planning, and conducting practices under FRPA.

Condition
Given the Overview Session (Recorded Presentation), Companion Guide, copy of the Acts and regulations and access to other reference material on the FRPA Training Website.

Standard
Explain, to a peer, why the FRPA was introduced, the major roles & responsibilities in working under the FRPA and what the core values to consider and protect are.

Target Audience

All forestry practitioners from government resource agencies, industry and consultants. Forestry practitioners include planners, harvesting supervisors, silviculture practitioners and compliance & enforcement personnel.

Participants of the C&E Under FRPA Module will attend the Overview Module as delivered with the forestry modules. Portions of this module will also be delilvered as part of the:

  • Woodlots Planning & Practices Module;
  • Range Planning & Practices Module; and
  • Public and Other Stakeholders Module

Training Components

  • Overview Session (Recorded Presentation)--for initial information dissemination. The facilitated session will be 3-4 hours in length and consist of recorded presentations by content specialists. Sessions will be delivered to larger audiences of 70-100+ participants;
  • Training Website--for ongoing updates and support. Website will contain news and information, training materials, questions and answers and linkages to other information such as legislation; and
  • Companion Guide--for use in sessions and ongoing reference material. Guide will summarize the content in FRPA and associated regulations.

Why the change?

  • Outline the history behind the changes·
  • Describe the premises and process by which the changes were made·
  • Describe the benefits of the change

How is it changing?

  • Present the legal framework of FRPA including Act and regulations
  • Describe significance of key changes in other Acts (Foresters, Biologists, Agrologists, Engineers) and other policy initiatives (e.g., DFAM, Wildland Fire Act)
  • Explain the shift in balance between legislative and non-legislative realm (e.g., professional reliance)

What is the FRPA Policy Framework (3-pillars)?

  • Objectives Set By Government (OSBG)
    • List the FRPA values to be protected/conserved/managed
    • Describe types of objectives including definition, who establishes and how to determine applicable objectives
    • Describe default results/strategies
    • Describe practice requirements including flexibility to vary standards
  • Operational plans and linkage to OSBG through results and strategies
  • Compliance and enforcement activities to ensure compliance with approved operational plans and other requirements in Act and regulations (e.g., practice requirements)

What else is changing? (legislation, regulations, orders and intent)

  • Planning--present the FRPA Planning Framework - compare and contrast to FPC.
  • Practices--outline the differences in processes for conducting harvesting, roads and silviculture practices under FRPA -compare and contrast to FPC. Describe linkages to planning and OSBG.
  • C&E--present the FRPA compliance and enforcement regime - compare and contrast to FPC. Describe linkages to planning, practices and OSBG. Describe the defenses under various Acts (FPC, FRPA, Federal Acts) and intent of penalties
  • Range--summarize the major changes to range planning and practices
  • Woodlots--summarize the major changes to woodlot planning and practices

How will it be implemented?

  • Present the time frames for change
  • Explain the transition from FPC to FRPA
  • Describe the resulting cultural shifts including new roles and responsibilities amongst Licensees, MOF, MSRM, MWALP, professionals and other major stakeholders and groups

* The Professional Reliance module will be included in the delivery of this module.

Pre-requisites

Working knowledge of forestry planning and practices under the current legislative regime (Forest Act, Forest Practices Code of BC Act, Range Act).


Delivery - Recorded Presentation

The Overview Session (Recorded Presentation) will be delivered in sessions of 70 to 100+ participants. The sessions may be delivered as stand-alone sessions or in conjunction with the detailed training sessions (e.g., planning, harvesting, roads, silviculture).

Personnel and requirements to deliver these sessions are listed above in the section under Classroom Sessions.

Equipment requirements to deliver this module include the following:

  • Room size-target 70-100+ participants in attendance; and
  • Projection equipment-LCD projector and sound equipment to project images and sound.
