Public consultation under the Forest Practices Code does not stand alone. More comprehensive public participation for strategic plans occurs outside the requirements of the Code under policies such as the Land and Resource Management Planning program, the Protected Areas Strategy, the Timber Supply Review, and regional plans sponsored by the Commission on Resources and Environment.
Procedures for establishing higher-level plans under the Forest Practices Code, including public consultation requirements, are outlined in the Guidebook for Higher Level Plans and Standards. The Guidebook for Higher Level Plans and Standards should be viewed as a supplementary reference to this guide. At the operational level, the focus is to inform the public of operational plans in an understandable manner, and to address landscape level and stand level issues.
Under the Forest Practices Code of British Columbia Act, forest development plans, five-year silviculture plans, range use plans, and access management plans must be advertised to notify the public of opportunities for input. Requirements for public notice are established through regulations. The following guidelines are intended to provide additional direction for advertising operational plans.
- forest licence number, tree farm licence, pulpwood agreement, or Small Business Forest Enterprise Program (and the numbers for these)

In addition to the information noted above, the newspaper advertisement should include the following:
Advertising
Scope of advertising
Time frame for advertising
Advertising format
- geographic area (including distance and direction from nearest community)
- purpose of the plan review
- location, date, and time of public viewing
- indication of whether other operational plans or higher-level plans will be available for viewing
- indication that a representative of the proponent will be on hand to answer questions
- contact name and phone number for more information.
