Resolving the Softwood Lumber Dispute
On October 12, 2006 the
duties were replaced by an export tax collected by Canada (details).
The current softwood lumber dispute (Lumber IV)
commenced in April of 2001. From May 22, 2002 to Dec 20, 2004 most Canadian
softwood lumber exported to the US was subject to a combined
countervailing and anti-dumping duty of 27%, collected by US Customs. From
December 20, 2004 to December 12, 2005 the duties collected were 20%.
On December 12, 2005, the duties collected at the border were reduced to
10.81%.
The Canadian defence involved federal and provincial
governments and the forest industry. The federal government has the overall
responsibility for co-ordinating national activities related to the
countervailing duty, while provincial governments have the lead in
addressing the allegations that relate to provincial programs. The forest
industry has the lead in the anti-dumping duty case.
Canada has taken a two-track approach
in the dispute - litigation and negotiation. The lumber defence is
complex and involves several inter-related processes. Information on
